Factories and warehouses

Confirm the company's actual role in each reference project, then review the staffing, procurement programme and current acceptance conditions for the new proposal.

Team and construction programme
Request the key project roles, labor and equipment plan, critical activities and procurement schedule. Ask which dependencies could affect the proposed handover date.
Price and changes
Compare the total against itemized work, taxes, temporary works and owner-paid costs. Agree how changes will be priced and approved before execution, and connect payment stages to measurable accepted work.
Quality and handover

Prepare a Clear Project Brief

Use and site conditions
State the building use, approximate area, location and required occupation date. Include a site plan, current photographs and access restrictions. For an extension, identify occupied areas and permitted hours for noisy work or deliveries.
Design and open questions
Issue the same drawing revision, specification and available survey information to each bidder. If design is incomplete, state whether design services are required and list the surveys or decisions still outstanding. Make uncertainty visible instead of leaving each bidder to make different assumptions.
A consistent response format
Request separate scope and prices for principal works, services, external works, temporary works and exclusions. Ask for proposal validity, duration and owner-supplied items. This makes unresolved questions easier to identify before selection.

Compare an Equivalent Scope

Hypothetical example: Contractor A includes only the frame and roof, while Contractor B also includes the floor, electrical services and external road. A lower total from A does not establish better value. First adjust the comparison so both proposals cover equivalent work. This example illustrates a method; it is neither a market rate nor an offer from any listed company.

For each work item, record whether it is included, excluded or awaiting confirmation. Where drawings or quantities remain uncertain, identify the allowance or assumption and ask how the difference will be assessed when information is available. Totals with different unresolved items should not be treated as directly comparable.

Examine conditions that may change the offer, such as restricted working hours, limited material storage, relocation of existing services or changes after design approval. Ask bidders to explain both time and price implications rather than relying on a broad statement that everything is included.

Verify the Team and References

Check that the company named in the proposal matches the intended contracting entity, and ask whether the proposed team will carry out the work. Department of Business Development records can support an identity check. Registration alone does not establish construction quality or capacity for a new project.

Request comparable project references and clarify the actual role: main contractor, subcontractor, designer or a combination. Obtain the site owner’s permission before arranging a reference visit. Prepare questions about coordination, handover and defect resolution rather than judging only the finished appearance.

For an occupied site, request arrangements for separating people, vehicles and working areas, plus a named coordination contact. Establish who gathers operational requirements and who approves changes so that instructions from several parties do not become untraceable additional work.

Plan Inspection and Handover

Agree with the design or inspection team what must be checked, which work must remain accessible until inspection, and what records demonstrate acceptance. Examples include installations concealed by walls or ceilings and project-specific system tests. Identify who requests an inspection, who checks the work and who resolves defects.

Before handover, assemble outstanding-work lists, test results, as-built drawings, equipment manuals and support contacts. For facilities with specialist equipment or systems, arrange agreed operational demonstrations with the intended users instead of relying only on a visual walk-through.

Does Turnkey Include Everything?

The service label alone is insufficient. Read the deliverables, exclusions, owner responsibilities and change conditions. Production equipment, external works or particular services may be outside an offer, so confirm the boundaries item by item.

How Should References Be Compared?
